Report suspected cruelty immediately to the person/agency in your area who is responsible for investigating and enforcing the anti-cruelty codes. Typically it will be the person/agency who works at your local humane society, animal control agency, local animal shelter or your police precinct. Go to: www.aspca.org to visit the ASPCA's searchable database to find your areas enforcing agency, as well as, the Statues/Laws for your State.
